State Food & Drug Administration of China Circular:1,4-Dioxane contained in Cosmetics Products

The recent media reports on the contents of 1,4-Dioxane, which were found from some shampoo products of Bawang (Guangzhou) Company Limited, aroused idespread  concern of the society. The State Food & Drug Administration of China (SFDA) took on this issue immediately and ordered the Guangzhou Provincial Food & Drug Administration Bureau to take the following regulatory actions:
- to carry out physical inspection on the company premises; an
- to randomly take relevant product samples from the company manufacturing plant for further tests.
The test results on the collected samples showed that the contents of 1,4-Dixoane which had been detected from the samples will not jeopardize the health of consumers.
SFDA released at its official website on 21 March 2009 an Safety-Risk Evaluation Report on 1,4-Dioxane which were inherited in hygiene and bathing products. The results of the 2009 evaluation were consistent with the findings of those authoritative research institutes in the United States, Austrialia, etc. Ideally, the contents of 1,4-Dioxane in the consumer products (except for food and drugs) should be within a limit of 30 ppm (parts per million). When the contents of 1,4-Dioxane do not exceed the limit of 100 ppm, it is an acceptable level from toxicological perspective.
SFDA now requests that all cosmetics manufacturers should:
- strengthen their self-discipline;
- comply with the applicable regulations and technical requirements in production process: and guarantee hygienic, quality and safety usage of the cosmetics; and protect the health of consumers.
Note: SFDA does not publish an English version of the circular as of 16 July 2010. The company has taken the initiative ttranslate the Chinese circular into English for the convenience of its non-Chinese speaking stakeholders. The line spacing differs from the original text. If there is any inconsistency and ambiguity between the English language version and the Chinese language version,the Chinese language version shall prevail.
